Fortunately Gitorious was archived, and related to this aircraft two Git repositories are available (source):
Unfortunately there is no license attached to the aircraft repo, meaning that in a strict legal sense all rights are reserved, but the TeX file in the docs repo states that the manual is the under the Creative Commons Attribution-Noncommercial-Share Alike 3.0 Unported License. Anyone wanting to pick up development should probably contact the author, stated in c130j-set.xml, about licensing (he have a user discussion page on the wiki, User talk:TheTom, which might give him an email if edited, and a forum account, TheTom).
