This mainly screws up the ToC placement, besides being really weird. I don't know the limitations of the bot or how it works, so would it be able to take care of these cases? :I'm not sure it is best dealt with by a bot, as some of them could be condensed a bit, but I sure agree that the wast majority of those sections should be moved to the top of the page for the reasons you mention.  While I am not sure that this wiki is fully ready for a style guide yet, this is one of the things I would like to have there.
:Also a well written and rather short introduction is a really good way to (1) help a reader see if this is the page he was looking for, (2) give an overview and the basics of a subject, (3) make it easier to grasp the concepts that will follow and finally (4) perhaps introduce some of nomenclature that will be used in the article.
