Sometimes heading are used to introduce things, when that text should just be put at the top of the page since it's implicitly a description anyways, e.g. see [http://wiki.flightgear.org/index.php?title=Using_a_Nasal_file_with_a_joystick&curid=10540&diff=62635&oldid=57667 this edit]. This mainly screws up the ToC placement, besides being really weird. I don't know the limitations of the bot or how it works, so would it be able to take care of these cases? I'm thinking that we could always undo edits if we need to, but in general it would be fine to remove any heading that starts the page content with (content start being defined as after any <tt><nowiki>{{include}}</nowiki></tt>s or blank lines).
