Add link to Howto:Improve scenery in your area, or area of interest under Developing > "Scenery: Improving your area", next to Placing objects and editing terrain. Seeing something in an area (often the area people live), wanting to improve it, and wondering where / how is frequent starting point. So it's probably worth adding the quick links table next to placing objects etc.
