The PHI is absolutely ''not'' the first Doppler nav system. I can't say for sure which can claim "first", but the British [https://en.wikipedia.org/wiki/Green_Satin_radar Green Satin] system was identical to PHI and was specified in 1949 and being produced in 1953. It was used on the V-bombers and the Canberra. It was in squadron use years before the prototype G91 flew.
