You are correct that there is a TACAN at Gibraltar, but there are no civil Radio beacons at the airport. TACAN, in real, can only be used by military. The only way to find the airport is to use fixes. VEJER VOR-DME @ 117.8 and CUETA NDB-DME @ 300.0 are the nearest Radio beacons that can be used for a fix.
